Hello,
I am in the process of changing jobs and submitting a visa application with a new company. My old company has said they submitted the work permit cancellation on February 5th 2020. It is a very small company, run by a husband and wife who are currently stuck outside of China due to the virus situation. They are being very unresponsive, and my new employer is waiting for an update as to when they can begin the visa transfer process. The new company has not been in touch for almost a week now, so we are unsure if the cancellation has been processed. 
I haven’t been able to find any information about how long it should take for the permit to be cancelled at this time. Are you able to tell me how long the average processing time is currently? 
As they are seemingly unwilling to cooperate fully, and I am not sure when they will return to shanghai, is there a way that I am able to contact the Bureau directly and ask for an update?

Hi Ben,
It takes 5-7 business days to get your work permit card. So it shouldn’t take longer than that(during no coronavirus season). I remember getting my work permit cancelled didn’t take longer than a week.
Labor bureau will send your previous employer a form that says your work permit has been cancelled. You will need your previous employer to send that document to your new employer.
You could try visiting a labor bureau in-person and plead your case but I would say keep low expectations.
If you don’t have much time left on your work permit / residence permit, I would suggest letting them expire naturally and then reapplying.
