Hi, Dear please help me with this question and much appreciate your reply. When China banned all borders, they issued the following notice: \”Entry by foreign nationals with visas issued after this announcement will not be affected.\” Currently I am out of China. Is this sentence means that I can apply for new visa and I can enter? What kinds of visa can be apply now? Thank you for your reply and please advise what does this notice means?

Hi Chris, 
That is correct. If you apply for a visa and the Chinese embassy/consulate grants you a visa, then you can enter China. 
But it is very unlikely to get a visa during this coronavirus time for most people. 
Visas are currently only issued to the following: doctors, flight crew, covid-19-related scientist/researchers, or “essential talent/personnel”.
