If you are currently in China and you want to leave China and re-enter, you won’t be allowed back in unless you have a PU-invitation letter or you are a Korean national(as of August 7th).
That “after March 28th” rule only applies to those who get a visa (not a permit) issued by a Chinese embassy / consulate located outside of China.
So if you got a Z-visa at a Chinese embassy / consulate located outside of China after March 28th, then yes you’d enter China with it and convert it to a work permit and then get a residence permit. Z-visas get replaced with the work permit card and residence permit. (I am not 100% clear on the difference between permit and visa lol It seems they use it interchangeably. But I heard smth like visas allow you to enter into China. Permits allow you to stay in China.)
Just got a new residence permit. As it was issued after March 28, can I re-enter with it?
