Basically I applied for a work permit last year, but my company didn’t handle documents correctly, and the bureau saw it as invalid. Now I plan to apply again, but if I remember correctly, the non-criminal-record must be less than 6 months old. I haven’t left China since the last time I obtained my authorized non-criminal-record though. It’s at least USD$2000 to get that done from here, and I’d like to avoid wasting that money a second time if it’s not needed.

If you still have a valid work permit that has not yet expired (or it has been expired for less than 3 months), you can apply for a new work permit without the proof of non-criminal record. 
 
Note:
If your company falsified/fabricated documents on your behalf and the Chinese PSB, then it will stay on your record, tarnish your “credit” and make it extremely hard for you to get another application approved moving forward.
