I read that there were new updates in the policy recently. Can China now be entered if you have a valid, recently acquired residence permit? Without any other difficult to acquire and time consuming documentation? Thanks

Yes, that is correct.
China has green-lighted everyone who has a valid residence permit to return to China (without needing to apply for PU letters etc.)
However, you still need a health declaration form. The process in getting the form varies depending on the country you’ll be departing from.
You must check the official Chinese embassy/consulate site from the country you’ll be departing form.
The site should explain whether you need a test, where to take a test and how to submit the test.
